Weighted priority settings

Note: Boxes are still tracked for mastery, but selection is driven by Weighted Priority.
Anki-like scheduler settings (SM-2 style)
Ratings: Again resets into learning steps • Hard is smaller growth • Good is normal growth • Easy is bigger growth.
